Scope of the 2013/53/EU Recreational Craft Directive

The 2013/53/EU Recreational Craft Directive applies to all recreational and sports boats with a hull length between 2.5 meters and 24 meters, as well as to the components listed in Annex II of the Directive. Boats placed on the market for recreational purposes, including those used for hire or recreational boating training, also fall under this Directive.

Covered Components Include:
Ignition protection devices for inboard engines and stern drive engines,
Start-in-gear prevention devices for outboard motors,
Steering wheels, steering mechanisms, and control cables,
Fuel tanks, fuel hoses, and fuel lines,
Pre-fabricated hatches and portlights.

CE Marking and the Certification Process

The 2013/53/EU Directive outlines specific modules that manufacturers can choose based on the design category and length of the boat.

The boat or component is subject to conformity assessment according to the type, size, and selected module. The assessment ensures compliance with the Directive and relevant harmonized standards.

The boat or its components undergo on-site inspection to verify conformity with the Technical Documentation. All necessary tests are performed.

Based on the applied module, controls, experiments, and tests are conducted. A detailed test report is issued outlining inspections, performed tests, and the harmonized standards used. It also includes proof of compliance with those standards.

After evaluating the results and confirming compliance, the Notified Body issues an EU Type Examination Certificate or Certificate of Conformity. The applicant is then granted the right to affix the CE marking.

Products and Components Excluded from the 2013/53/EU Directive

The following are not covered under the Recreational Craft Directive:

Rowing training boats and racing boats designed and labeled solely for competition by the manufacturer, including canoes, kayaks, gondolas, and pedal boats,

Sailboards,

Powered surfboards, personal watercraft (PWCs), and similar motorized watercraft,

One-off replicas of historical boats designed before 1950, made using original materials and labeled accordingly by the manufacturer,

Prototypes built exclusively for testing, provided they are not placed on the market,

Boats manufactured for personal use, provided they are not marketed for at least five years after construction,

Inland waterway vessels used to tow or push non-cargo vessels, including those with a displacement below 15 m³, provided they are not designed to carry cargo or passengers for commercial purposes,

Submersibles,

Air-cushion vehicles,

Hydrofoils,

Recreational craft and components already on the market before the Directive’s date of enforcement.
